only 13.2% of ever e-cigarette users were able to successfully quit combustible cigarette smoking, while 22.2% of e-cigarette users started or restarted smoking combustible cigarettes.[27] Nonetheless, e-cigarettes may provide a viable harm reduction strategy at the individual level for smokers who are able to successfully transition partially or exclusively to e-cigarettes.[24] However, this is likely most effective if reviewed on a case-by-case basis rather than as a general recommendation for smokers not intending to quit because the data do not currently support the use of e-cigarettes as a population-level harm reduction intervention
