In the same report, the Grand Mufti of Oman concludes: "Smoking and sale of tobacco is prohibited by Islam." Overall, the World Health Organisation concluded that all the leading Muslim officials involved were in agreement that "smoking was haram or at least strongly abominable." The WHO quoted the Prophet Muhammad saying "do not harm yourselves or others" and prohibiting his followers from "what is bad and impure" as well as a verse in the Qur'an that translates as: "Do not kill yourselves or one another for Allah has been most merciful to you."
