New York Citys Sensible Tobacco Enforcement banned price discounts by prohibiting retailers from redeeming coupons or honoring other price discounts for tobacco products, set a minimum price for cigarettes and little cigars at $10.50 per pack, set minimum pack size of 20 for little cigars and cigarillos, and increased enforcement and penalties for tax evasion
Eric Gagnon, head of external and corporate affairs for Imperial Tobacco Canada, said, I dont think that any other industry in the world would accept that the government takes over their brands But Im not going to speculate on the next steps at this point in time.
However, direct experimental evidence is not currently available to determine whether pack size influences the amount of tobacco consumed, or whether the association is due to other factors
